What is the history behind adult MH-TCM services in Minnesota?

Minnesota Statutes 245.461 POLICY AND CITATION. Subdivision 1.Citation. Sections 245.461 to 245.486 may be cited as the Minnesota Comprehensive Adult Mental Health Act.In the 1970’s and 1980’s, case management and social services were provided by many counties in the state using county and state grant funds. However, service availability and standards varied across the state.

The availability of Medicaid funding for targeted case management services for adults with serious mental illness permitted states to access federal revenues to match state funding for MH-TCM.

The term targeted case management (TCM) as defined by Medicaid regulations allows states to specify and limit specific populations for whom this service is available.

In 1987, the Minnesota Comprehensive Adult Mental Health Act established MH-TCM services as a mandated community mental health service available to adults who met the definition of serious and persistent mental illness (SPMI).
