The following eligibility criteria follow basic MA rules when processing MA-LTC:

SSN.
Citizenship and Identity.
Immigration Status.

Information about where the client lived prior to entering an LTCF is used to help determine when to start or stop applying MA-LTC eligibility rules, the county of financial responsibility, what type of income calculation to use and when the income calculation should change.

Knowing whether a person entered an LTCF from another state or was placed by a specific agency determines the state of responsibility.

Follow the interstate compact agreement between North Dakota and Minnesota when a person enters an LTCF in the other state as appropriate.
A person placed directly into a Minnesota facility is the responsibility of the placing state.

It is important to know if the LTCF is a Medicaid-certified facility because eligibility for a person residing in a non-Medicaid-certified facility is determined using basic MA eligibility rules.
