3 year old girl and 15 year old boyThe statute is specific about who is within the target population to screen in both Child Welfare and Juvenile Justice.

Child Welfare Populations includes children ages 3 months to 18 years who are:

  • In traditional or family assessment Child Protection case management.
  • In guardianship or adoption workgroup.
  • Entering an out of home placement for 30 days or more (and not in Children’s Mental Health workgroup).

Juvenile Justice Population includes children ages 10 to 18 years who are:

  • With a judicial finding of delinquency, according to Minnesota State Statute 260B.007, subdivision 6.
  • Who have allegedly committed a delinquent act and who have had an initial detention hearing, with the court ordering the child continued in detention.
  • Found to have committed a juvenile petty offense for the 3rd or subsequent time.
