What HAC Cannot Do

While HAC is a comprehensive housing service, there are certain functions it cannot take on including:

  • Helping people move to provider-controlled settings that are owned, operated or leased by a provider of service. Agencies and staff must not have a direct or indirect financial interest in the property or housing the participant selects.
  • Moving people to housing situations that are not within their specified budget.
  • Cosigning on rental agreements.
  • Moving people to property where HAC staff, their employer or family members have have a direct or indirect financial interest in the property or housing.
  • Moving people to properties that isolate people from the community of people without disabilities.

In Minnesota’s home and community based settings transition plan, required by the Centers for Medicare and Medicaid Services (CMS), we will be evaluating those settings where there are more than 25% of people with disabilities in one building. If a person is considering moving to a building where more than 25% of people with disabilities live, review the criteria described in the transition plan. More information will be provided in the future.
