County and Managed Care Organization Responsibilities
The county board in each county is responsible for the development of an array of public mental health services, including mental health case management services for eligible adults and children. Within Minnesota Statute 245.4682, the county board is responsible to determine eligibility of an adult interested in MH-TCM and assist the adult in obtaining a current diagnostic assessment.
Effective July 1, 2009, Managed Care Organization (MCO’s) are responsible for the management of adult MH-TCM services for their eligible enrollees in Minnesota Health Care Programs (MHCP’s). In part, this means that the MCO must directly provide or contract with county and/or private MH-TCM providers to provide MH-TCM to eligible enrollees.
For an MCO enrollee interested in MH-TCM, the MCO is responsible to determine eligibility and to assist the enrollee in obtaining a diagnostic assessment. The MCO must provide adult MH-TCM consistent with Minnesota statute and rule.
Tribal authorities have the option of providing MH-TCM to their members. If the tribal authority provides MH-TCM, then the tribal authority determines eligibility for MH-TCM for tribal members.
