The Minnesota legislature delegates rule making power to state administrative agencies, in this case the Minnesota Department of Human Services (DHS).
Minnesota administrative rules are written to add clarity and detail to state statute. They define how the statute is administered and implemented. Rules have the force and effect of law and must be adhered to. When in doubt, statute supersedes rule.
About Minnesota Administrative Rules
Minnesota Rules, parts 9520.0900 to 9520.0926 (a.k.a. Rule 79) establish standards and procedures for providing mental health targeted case management services. The rules are intended to comply with and must be read in conjunction with Minnesota statutes.
Parts of the rule apply to Children’s Mental Health Case Management. Our focus is on adult MH-TCM.
