Service authorization

Case managers generate authorizations for services based on the needs identified in the service plans. Counties should verify county of financial responsibility (CFR) prior to enrolling persons in programs and/or services.

While some people need extensive and/or 24-hour support services, others need intermittent or targeted types of services. Case managers must be familiar with types of services, their eligibility requirements and availability in the community.

In most cases, case managers authorize services prior to being started. When authorizing services, case managers should keep the following in mind:

  • Services must meet the needs and preferences agreed to in the service plans
  • Services must be provided in accordance with state and federal regulations
  • Service authorizations are issued only to qualified providers (able to provide services described in the service plans and meet licensure requirements)
  • Case managers must know and follow established country procedures for service authorization
