Governance

Many laws and policies at the federal, state and county levels affect the health and human service programs service plan development. Laws and policies provide governance on the following:

  • When it is necessary to develop service plans.
  • Formats and required components of the plans.
  • How service plans relate to other types of plans, for example, interagency plans, habilitation or education plans developed by providers .
  • Who must participate in developing, reviewing, updating and/or approving plans?

County policy manuals and service contracts also are likely to provide guidance. Case managers should check with county supervisors or other county contacts when unclear on their policies and procedures.
