Preferred Remainder Beneficiary (PRB)?

The Eligibility Policy Manual (EPM) defines the preferred remainder beneficiary as “the person or entity required to be named as a beneficiary of a death benefit under an annuity. A preferred remainder beneficiary has preferential rights to the death benefit.”

By designating DHS as the preferred remainder beneficiary (PRB), DHS receives reimbursement from the death benefit for an amount up to the cost of Medical Assistance benefits that DHS has paid on the enrollee’s or their spouse’s behalf.  

When the death benefit is available the only named beneficiaries who take priority over DHS are the enrollee’s spouse, children under 18 or disabled children of any age (based on SSI criteria) who are alive when the death benefit is payable.  The responsibility of making the decision as to who is entitled to the death benefit is between the annuity issuer, the DHS Benefit Recovery Section (BRS) and other people involved.  You are not part of that process.
