Home and community-based waiver programs promote community living and independence by providing appropriate health care and support services based on a person’s assessed needs. Support services covered by MA-LTC are in addition to services already covered by basic MA. They allow people to live in the community instead of residing in an institutional setting.

Question icon. Why are they called “waiver” programs?

Waiver programs are called waiver programs because states are required to get approval from the Center for Medicare and Medicaid Services (CMS) to waive certain MA eligibility requirements and to provide services to certain populations that are not provided to all MA enrollees. A person who participates in one of these programs has certain eligibility requirements waived. For example, a person on a waiver program may have their eligibility calculated based only on their own income, waiving deeming requirements.

FYI: Waiver programs may have a limit on the number of individuals that can be served at any one time.
