Income and MA-LTC

SIS-EW Policies

People identified as SIS-EW:

Use an LTC income calculation, regardless of whether the person has a community spouse.

As you’ll learn later in this course, the LTC income calculation allows the SIS-EW person to retain a portion of their monthly income to help pay for the cost of living in their home, and to financially support their community spouse and other family members.

Have a waiver obligation.

A person with a waiver obligation may continue to receive home and community-based services through the Elderly Waiver even when the costs of those services are less than their waiver obligation. When this occurs the client is able to retain the income they do not need to pay for the cost of care. Clients should use all services for which they are assessed to need.

Cannot choose between Alternative Care or SIS-EW.

There are different rules for SIS-EW clients when it comes to deciding whether services will be received through the Alternative Care Program or through the Elderly Waiver. The waiver case managers are responsible for determining the appropriate program and educating clients on their options when they have a choice.
