Next, let’s determine Padma’s obligation.

To Do: Complete the Elderly, Disabled and Blind Income Computation Worksheets (DHS-0029C) for Padma and then answer the questions below.

Note: For training purposes, do not deduct the COLA disregards when completing Padma’s income calculation, even if you are completing it in January through June.

1. What is Padma’s certification period?

Padma’s certification period is LM through CM + 4.

2. Do you deem Aman’s income to Padma?

Yes, Aman’s income is deemed to Padma for each month of the certification period, because Padma is not eligible for EW due to a transfer penalty. She must be determined eligible for basic MA for the entire certification period.

3. What income standard did you use?

Standard E (100% FPG). If income exceeds Standard E, Padma must spend down to Standard H (100% FPG).

4. Does Padma have a spenddown?

Yes. Padma’s counted income exceeds Standard E. She will spend down to Standard H.

5. Is Padma eligible for MA-LTC?

We do know that Padma is not eligible for LTC services due to the transfer penalty. We also know that she has excess assets following basic MA asset eligibility criteria. We don’t know yet if she would be income-eligible for basic MA. We will be reviewing whether she meets her monthly spenddown in the MA-LTC Spenddowns and Waiver Obligations course.

6. Is Padma eligible for an MSP?

No, Padma is not eligible for an MSP due to her income.

To Do: Update the “Medical Spenddown” line of the “Client Obligation and Service Delivery” section of Padma’s MA-LTC Case Checklist (DHS-5590) with her monthly original spenddown amount for last month and the six-month original spenddown amount.
