In Annuities and MA-LTC you discovered that Padma will have a transfer penalty. And, as you learned in MA-LTC Transfers, Padma is “otherwise eligible” for MA-LTC and the transfer penalty is applied. During a transfer penalty Padma is not eligible for MA-LTC services, which means she cannot receive services through the Elderly Waiver.
