Clothing and Personal Needs Allowance

The last of the four needs allowances is the clothing and personal needs allowance, which workers often refer to as simply “personal needs.”  The clothing and personal needs allowance is the amount of monthly income clients are allowed to retain to provide for their day-to-day expenses.

The clothing and personal needs allowance is found in Appendix F of the EPM. This amount changes in January of each year. Use this needs allowance when none of the other three needs allowances can be used (or, whichever allowance is a greater benefit to the enrollee).

Example:

Will Emily or Andreas be able to use this needs allowance?

Andreas cannot use this needs allowance for two reasons - he qualifies to use the home maintenance needs allowance for three months and he has no income remaining after applying the SSI deduction.

Emily will use this needs allowance because she does not meet the criteria for the other three needs allowances.

To Do: Update Emily’s LTC income calculation with this deduction. Also update Emily’s MA-LTC Case Checklist (DHS-5590) to indicate which needs allowance you are using.
